Provide support for Federal-wide efforts to assess IT policy related challenges by supporting OMB and GSA work with the Federal CIO Council initiatives, publications and communications.

Reports directly to the Project Manager



Federal IT Policy and Oversight - Cybersecurity

Support Federal-wide efforts to assess FISMA related challenges and work proactively to address challenges through analysis and engagement with agency CIOs and agency CISOs.

o   Develop process for data collections, collect materials, process materials through templates and tools, conduct analysis of these materials, and provide OFCIO staff with draft of results;

o   Draft presentations for agency IT and management leadership to facilitate understanding results

o   Assist in the maintenance of government-wide intranet (MAX) content to help communicate policies, reporting processes and instructions, timelines, contact lists and permissions, progress trackers, and frequently asked questions (FAQs)

Review Federal-wide cybersecurity policies, procedures, and programs through detailed analyses and work with relevant leadership to close gaps

Perform data analysis of agency performance regarding Federal Information Security Management Act(FISMA) metrics; CAP goal performance; annual audits; Information Security Continuous Mitigation (ISCM) strategies and coordinate with Office of the Federal CIO (OFCIO) staff to provide input into addressing agency risks and issues


Federal IT Policy and Oversight - General

Support government-wide efforts to assess agency IT investments, portfolio and project management, identifying risks and weaknesses, and developing and implementing corrective actions (i.e. PortfolioStat and FedStat)

o   Provide basic logistical support for meetings related to agency IT portfolio oversight, including identifying and reserving meeting location, communicating with attendees, taking notes, summarizing meeting notes

Support policy and oversight communication with CIO Council members

o   Monitor OFCIO inbox

o   Track and distribute news media articles about federal IT policy

Support efforts to create government-wide IT policy

o   Assist in creating policy development strategies, conduct and facilitate stakeholder outreach, assist in drafting policies, coordinate the receipt of stakeholder and public comments, brief federal officials on project status, conduct background research, develop presentations and talking points on government-wide policy and subsequent impact and oversight.


Required Qualifications

Bachelor’s degree in business administration, computer science or a related degree.

8+ years of overall experience in IT / cyber security policy.

Excellent verbal and written communication skills. Able to communicate effectively and confidently with end users, technologists, team members and executive management.

Project management support in the areas of planning, execution and reporting

Excellent presentation skills, and ability to develop presentations for all levels of stakeholders.

Strong ability to plan and delegate work to achieve task goals.

Possess a basic understanding and experience of governance principles and processes.

Ability to analyze project requirements and make appropriate recommendations

Proficiency in the Microsoft office suite, with a high degree of proficiency in Microsoft Excel spreadsheets

Excellent attention to detail

Excellent analytical skills

Ability to support multiple tasks simultaneously.

Ability to work independently and as part of a team

Ability to obtain Public Trust level clearance.

Desired Qualifications

Business process documentation skills.

Experience with IT Governance lifecycle.

Experience with MS Project.

Familiarity with the following :

Familiarity with relevant Federal IT laws, regulations, policies, and initiatives, including but not limited to Federal IT Acquisition Reform Act and accompanying OMB Guidance; OMB circulars related to IT (including A130, A11, etc); the Privacy Act; Clinger-Cohen; Data Center Consolidation Initiative; Open Data Executive Order and accompanying OMB Guidance.

Familiarity with relevant regulations, policies, and initiatives, including but not limited to Federal Information Security Management Act (FISMA), Federal Information Security Modernization Act of 2014, and Cybersecurity Strategy Implementation Plan (CSIP) for Federal Civilian agencies
